This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Anchorage Health Department
HOURS OF WORK: Monday through Friday, 8:00 a.m. to 5:00 p.m.
LOCATION: 825 L Street Anchorage, AK 99501

 
Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Example of Duties

The Health IT Systems Analyst oversees the administration, configuration, and optimization of departmental software & legacy database systems, including Electronic Health Records (EHR). The position ensures data quality, security, HIPAA compliance, and alignment with operational and regulatory requirements. Responsibilities include developing and maintaining reports and analytics, supporting program reporting needs, and coordinating data exchanges and interoperability with state and federal systems. The position collaborates with staff and vendors to manage system updates, enhancements, and change management, while documenting workflows and procedures. It also provides staff training and ongoing user support, serves as the primary technical liaison with vendors, and participates in special projects and emergency response activities as part of departmental and municipal incident management teams. Perform other duties as assigned. 

The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (DHSS) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster AHD's employees may be called to engage in emergency operations responses and recovery.

Minimum Qualifications / Substitutions / Preferences

 

High school diploma, GED or equivalent and eight (8) years of experience in the field related to the position.

OR

Associate’s degree in Computer Science, Business Administration or a related discipline and six (6) years of experience in the field related to the position.

OR

Bachelor’s degree in Computer Science, Business Administration, or a related discipline and four (4) years of experience in the field related to the position.

OR

Master’s degree in Computer Science, Business Administration, a related discipline and two (2) years of experience in the field related to the position.
