This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.
DEPARTMENT: Anchorage Water & Wastewater Utility
HOURS OF WORK: Monday to Friday, 08:00 to 17:00
LOCATION: 3000 Arctic Boulevard
Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

The actual salary for this position may be eligible for a ten percent (10%) incentive due to a Supervisory Compensation Adjustment. This is to ensure that supervisors are fairly compensated in comparison to those persons they supervise. The Adjustment may be discontinued at any time, if the Mayor determines the adjustment is no longer warranted.
Example of Duties
Under general direction from the Anchorage Water and Wastewater Utility (AWWU) Chief Financial Officer (CFO), provides management services in any area of Finance Division operations. The Deputy Finance Director establishes, manages, and maintains systems to ensure strong internal controls and separation of duties sufficient to protect AWWU's financial resources. Coordinates effective interdivisional activities between and among the AWWU Finance Division and other AWWU divisions to ensure smooth, timely, and effective work processing and timely preparation of monthly financial statements. Researches and analyzes AWWU revenue and expense streams and timing to identify and resolve any unexpected fluctuations. Makes recommendations regarding the formulation of departmental accounting policies and procedures; maintains technical proficiency in governmental and utility accounting standards; interprets and implements new accounting standards and changes to or new modules of AWWU's financial accounting system; and conducts complex research regarding different National Association of Regulatory Utility Commissioners (NARUC) issues. Develops and coordinates the AWWU annual budgetary process. Participates in numerous and varied special projects, responds to Board, Municipal Assembly, or Municipal Administration requests for information, and coordinates and assists AWWU divisions as needed to ensure the proper accumulation of reliable financial data. Manages the AWWU Finance Division operating budget. Perform other duties as assigned.
Participate in major emergencies or disasters as outlined in AWWU’s disaster plan matrix, which defines each employee’s potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, 7 days a week, 24 hours per day.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent, and ten (10) years of professional experience in planning, engineering, fiscal management, logistics, surveying, vertical or horizontal construction or inspection, or public works, which includes three (3) years in a supervisory or lead capacity.
OR
Associate’s degree in Business Administration, Public Administration, Finance, Economics, Engineering, Urban Planning, or a related discipline, and eight (8) years of professional experience in planning, engineering, fiscal management, logistics, surveying, vertical or horizontal construction or inspection, or public works, which includes three (3) years in a supervisory or lead capacity.
OR
Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Engineering, Urban Planning, or a related discipline, and six (6) years of professional experience in planning, engineering, fiscal management, logistics, surveying, vertical or horizontal construction or inspection, or public works, which includes three (3) years in a supervisory or lead capacity.
OR
Master’s degree in Business Administration, Public Administration, Finance, Economics, Engineering, Urban Planning, or a related discipline, and four (4) years of professional experience in planning, engineering, fiscal management, logistics, surveying, vertical or horizontal construction or inspection, or public works, which includes three (3) years in a supervisory or lead capacity.
Must possess and/or obtain:
- Satisfactory background check which includes criminal, education, and employment history at time of hire.
