Mayor LaFrance’s pro-housing policy clears path for new senior housing campus
The Anchorage Assembly on Tuesday approved the pivotal rezone of a tract in Airport Heights, clearing the way for the Cook Inlet Housing Authority (CIHA) to break ground this summer on a multi-phase senior housing campus in the Northway Business Park area.
The project is among the first to successfully utilize Mayor Suzanne LaFrance’s 2025 rezoning policy reform, signaling growing momentum in the Mayor’s 10,000 Homes in Ten Years strategy.
This policy reform, passed last year, was designed to reduce a lengthy and expensive process that added significant time and cost to housing developments.
"When we launched the '10,000 Homes in 10 Years' strategy, we promised to cut the red tape that stalls projects," said Mayor LaFrance. "Tonight’s approval is proof our reforms are working, allowing Cook Inlet Housing Authority to move toward a summer groundbreaking that otherwise would have been delayed."
“We are grateful to our partners in the Mayor’s Office and the Assembly for considering new tools, resources, and local partnerships to create more affordable housing opportunities in Anchorage,” said Gabe Layman, CIHA president and CEO. “The rezoning of this parcel makes a path forward for the development of 72 units of senior housing on currently undeveloped land.”
CIHA is designing a senior housing campus, over several phases and years, with plans to break ground on Phase I this summer. Phase I will feature a 24-unit, three story building with studios, one- and two-bedroom apartments.
This development will be a mixed-income property with some apartments set aside for income eligible households and some apartments available at market rate with no income limit threshold. The building will also include a generous common space for senior residents to gather for socializing and creating a strong community of friends within their building.
The CIHA development received a unanimous recommendation from the Planning and Zoning Commission and favorable feedback from the Airport Heights Community Council.
Tuesday’s approval highlights the LaFrance administration’s multi-pronged housing strategy, which includes cutting red tape, streamlining permitting, encouraging and incentivizing construction and repair, addressing abandoned and neglected properties, and modernizing infrastructure to protect and enhance existing neighborhoods.
