Assembly Members Brawley, Volland and Zaletel Introduce Proposed Amendments to Adopted Plans and Launch HOME Initiative Website

Today, Assembly Members Anna Brawley, Daniel Volland and Meg Zaletel announced the launch of a webpage dedicated to the HOME Initiative: ancgov.info/HOME.

“Launching our website is an important milestone of the HOME Initiative,” said Assembly Member Brawley, who sponsors the ordinance. “The project is an ambitious approach to aligning Title 21, our land use code, with our adopted community plans and we hope the website is a valuable resource to community members and partners engaged in the conversation.”
 
As the HOME Initiative evolves through the public process, the sponsors developed the webpage to highlight the current versions of legislation available for public comment. The page also features frequently asked questions, a legislative history of the project and a GIS map that reflects current zoning and the land use designations of the 2040 Land Use Plan.
 
Conforming Amendments to Adopted Plans
When it was introduced in fall 2023, the HOME Initiative was referred to the Planning & Zoning Commission (PZC) and assigned the Planning Case No. 2024-0006. In preparation for the PZC worksession on Monday, May 6 and PZC meeting on Monday, May 20, the sponsors introduced AO 2024-44, a companion ordinance at the April 23 Regular Assembly Meeting to propose conforming amendments to the Anchorage 2020 Comprehensive Plan and Anchorage 2040 Land Use Plan. This ordinance was also referred to PZC for review alongside AO 2023-87.
 
“Here’s a timely example of what we hope this website offers members of the public who are following the HOME Initiative,” said Assembly Member Volland. “This week, we introduced an ordinance proposing conforming amendments to our community’s adopted plans, the Anchorage 2020 Comprehensive Plan and the Anchorage 2040 Land Use Plan. That ordinance was referred to the Planning & Zoning Commission, and while it will take some time for those documents to be available in the commission’s case portal, the public can access them on our website in the meantime.”
 
Assembly Vice Chair Zaletel added, “The outpouring of public engagement is a sign that we’re on the right track, and every conversation helps to shape the final product. Thank you to everyone who has invested time and energy into the project to this point—there’s more to come.”
 
About HOME
AO 2023-87, or the “Housing Opportunities in the Municipality for Everyone (HOME) Initiative,” was introduced in August 2023 and referred to the Planning & Zoning Commission (PZC). The HOME Initiative proposes establishing five residential zones in the Anchorage bowl, as identified in the Anchorage 2040 Land Use Plan (LUP) :

    LLR – Large Lot Residential
    STFR – Single Family and Two-Family Residential
    CMRL – Compact Mixed Residential Low
    CMRM – Compact Mixed Residential Medium
    URH – Urban Residential High

The proposal excludes Girdwood and Chugiak/Eagle River, communities with separate chapters of zoning code whose land use is not determined by the 2040 LUP.​
 
Community Engagement
On March 4, the sponsors hosted a webinar to review their proposal, launching a robust public engagement process. The sponsors invite community organizations and housing enthusiasts to schedule conversations about the HOME Initiative through the end of May.
