"Make it Monday" forum - Changing the Minimum Parking and Site Access Requirements in Anchorage's Title 21 Zoning Code

The Anchorage 2040 Land Use Plan for future growth and development calls for the Municipality to identify buildable lands for new housing and businesses and to reduce regulatory barriers to property redevelopment and reinvestment in our town. A part of the answer to finding more space for affordable housing, businesses, and redevelopment may be right under our feet in underutilized and oversized parking and driveway facilities. Minimum parking requirements and driveway standards are often the costliest and most land-intensive zoning regulations for multifamily and commercial developments. Excessive parking spaces can reduce the number of housing units being built, increase rents on remaining units, stymie economic reinvestment, discourage transportation alternatives, increase road congestion, constrain good design, and degrade the quality of life. 

At this "Make it Monday" forum, we cover some options the Municipality is exploring for reducing parking and site access requirements in some of the city’s older, urban neighborhoods that experience lower parking utilization. This presentation includes an opportunity to provide your live feedback on these options, so have your phone or device ready. Your feedback will be important guidance to help shape Anchorage’s draft Title 21 Parking and Site Access Amendments, which we hope to develop in time for the 2022 building season.
 

Tom Davis, AICP, is a senior planner and urban designer with the Municipality of Anchorage Planning Department. Tom helped create the Anchorage 2040 Land Use Plan for future urban growth in the Anchorage Bowl. Since Anchorage 2040 was adopted, he has been working with project teams carrying out the changes called for in the plan. Tom also worked on the rewrite of the Municipality’s zoning ordinance, including most recently for Downtown Anchorage, and on studies of buildable land supply for housing and industrial uses in Anchorage and Chugiak-Eagle River. Tom graduated from Dimond High School and returned to his hometown in 1998 to work for the Planning Department.

Elizabeth Appleby, AICP, is a senior planner in the Current Planning Division of the Municipality of Anchorage Planning Department. She joined the Department in Fall 2020 after a stint as City Planner for the City of Kenai and working on a variety of planning documents as a consultant in Anchorage. Elizabeth has analyzed planning and zoning cases for the Municipality and provided support for Title 21 amendments to Anchorage Municipal Code. Elizabeth was born and raised in Wisconsin and is a proud alumnus of UW-Madison, but she relocated in 2014 after falling in love with Alaska during numerous extensions to her initial 2008 summer in the state.

CANCELLATION NOTE: To receive a full refund, registration must be canceled by 5 pm the Thursday prior to the forum. No refunds will be given after this date. Punch cards will still be punched if not cancelled by 5 pm the Thursday prior, as mentioned. If you do not arrive by 12:15 pm. your seat will be forfeited. All registrations are transferable to another person upon your request.
