Tribal Justice Supervisor

JOB SUMMARY: Supports the planning, implementation and evaluation of the Alaska Tribal Justice Resource Center (ATJRC), which is a program that provides training and technical assistance (TTA) to Alaska Tribes on development and/or enhancement of their tribal justice systems. Provides TTA directly to Bureau of Justice Assistance (BJA) Grantees and other Tribes in Alaska and assists with project needs assessments and planning, designing strategies, building program partnerships and completing project reporting requirements.

DUTIES & RESPONSIBILITIES:
- Work with Tribal Justice Manager to guide program planning with input from community leaders, project staff and partners. Solicits input from stakeholders, both in Alaska and national TA providers.
- Create and maintain processes for program delivery, including creating logistical and administrative processes for the program.
- Review all Grantees strategic plans, logic models and timelines and meet with grantees monthly to problem solve challenges and celebrate successes.
- Complete an assessment of training and technical assistance (TTA) needs of grantees/communities served. Utilize this assessment and partner with other team members to provide applicable support and referrals as necessary.
- Work with program partners to ensure Grantees needs are met without duplication of efforts.
- Provide TTA including trainings, workshops, webinars and information sessions. Connect TTA recipients to appropriate information, service providers, and specialized trainers, as requested.
- Complete site visits to provide local training for grantees/communities. Coordinate these site visits with other TA partners and obtain approval from Manager and funder before travel purchased.
- Conduct recruitment, orientation, training, supervision and evaluation of AmeriCorps member and/or interns and staff as appropriate; implements RurAL CAP policies and procedures; motivates team members through positive role-modeling, mentoring and coaching; fosters team-building and professional development opportunities for staff in alignment with RurAL CAP’s mission, vision and goals.
- Work with Tribal Justice Manager to host team meetings, including team building opportunities and work sessions to ensure work is successful.
- Submit regular progress reports and responds to requests for information on project activities. Lead the collection and reporting of Performance Measures. Work with Tribal Justice Manager to ensure that reporting and requirements of the grants are met.
- Participates in regular supervisory meetings and all required training.
- Performs other duties as assigned to support Community Development programs at the request of the Community Development Division Director.
OTHER RESPONSIBILITIES:
- Participates in all appropriate training functions, developing and leading workshops, presenting at conferences, etc.
- Networks with other RurAL CAP staff, service providers, prevention organizations and agency partners to promote the mission and goals of RurAL CAP.

PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
- While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 35 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.
- Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.
- Must be in good general health and free from serious physical, mental health and/or substance abuse problems.
- Regular travel to rural Alaska without, or with limited, running water and sewer systems.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.
TRAVEL:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Some travel to rural Alaska.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
- Must be at least 18 years of age.
- State and federal background checks, including fingerprints, may be required.
- BA/BS in tribal governance, tribal justice, program management, or related field plus one (1) year, or five (5) years equivalent education and work experience in the field of tribal governance, tribal justice or related field.
- Demonstrated ability to successfully interpret and implement company and departmental policies, procedures, and service standards.
- Technical experience in coordinating projects; excellent organizational and time-management skills.
- Excellent written and analytical skills.
- Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Demonstrated effective oral and written communication skills including expertise in report writing and communication with a diverse audience.
- Working knowledge of rural Alaska.
- Ability to carry out job responsibilities in rural areas without, or with limited, running water and sewer systems.
- Responsible work ethic with reliable attendance.
- Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
- Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
- Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
- Must be able to provide own transportation to meet work schedule requirements.
- Agency recommends annual TB screening and physical as part of employee’s personal wellness plan. (Recommendation – Not a requirement of this position)
PREFERRED EDUCATION AND EXPERIENCE:
- Extensive knowledge of social, cultural, and economic conditions in rural Alaska; experience workingwith Alaska Natives.
- Extensive experience providing training and technical assistance (TTA) for organizations or tribes serving Alaska Native Tribes and expertise in tribal justice.
