Responsible for the coordination\, development\, implementation and monitoring of capital and operating budgets for thirty-eight departments\, facilitation of city-wide performance measures and the review of management policies. His knowledge of delivering services to citizens and understanding of internal operations of the city makes every day unique and enjoyable.\n\n\n\nPreviously\, Lance held positions as the Public Transportation Director (People Mover) having overall responsibility for operations of the bus system\, para transit service and share-a-ride/vanpool programs where he was charged with overseeing planning\, administration\, finance\, operations and maintenance. As the Traffic Department Director\, he was responsible for long-range transportation planning and programming\, traffic engineering\, signage\, traffic signal operations\, intersection improvements and the municipal area-wide communications system.\n\n\n\nLance served as the Central Region Director for the Alaska Department of Transportation & Public Facilities responsible for leadership\, management and oversight of design\, construction\, maintenance & operations and the administrative services for the region serving over 50% of Alaska's population.\n\n\n\nHe is a graduate of Oregon State University and Eastern Washington University with a master's degree in Urban and Regional Planning. He served on a national committee for reauthorization of the federal transportation legislation as well as on the Alaska University Transportation Center Governing Board and several other national and statewide efforts.\n\n\n\nLance is an active member of Anchorage East Rotary to include serving as the past President.
